Hurricane Katrina, the deadliest and costliest hurricane in U.S. history since 1928, devastated the Gulf Coast in 2005. Claiming over 1,500 lives, predominantly in New Orleans, the storm inflicted an estimated $70 billion in damages to the city alone (NOAA 2005). While the demographic profile of the deceased largely mirrored the city’s population, historical patterns of land development and racial segregation concentrated Black residents in low-lying areas, leading to a significant and disproportionate displacement of this population (Fussell et al. 2010).
