Anticipating the Flood: Framing Priorities of Climate Communication in Copenhagen's Plan for Sea Level Rise

My thesis explores, through an analysis of environmental policy frameworks, risk management practices, and the implementation of risk standards and resilience, how Copenhagen, Denmark, is responding to the threats of sea level rise. The thesis analyzes sea level rise impacts and mitigation strategies taken by the city. It further dissects the role of environmental communication in Copenhagen and how actions taken by the government communicate risk and involve citizens in adaptation planning and mitigation strategies. Through the examination of policy and adaptation strategies, I argue that a transition from economic-centered thoughts toward alternative, human-centered discourse is needed to make lasting impacts in sea level rise mitigation.
